I have insights into eclipse.

The package has to build depend on default-jdk. First default-jdk will
provide the correct jdk on all architectures. Second java6-sdk is not in
universe. Third java6-sdk is not free (libre) enough.

The package should depends on alternative runtimes (e.g. "default-jre-
headless | java1-runtime-headless | java2-runtime-headless | java6
-runtime-headless | java5-runtime-headless"). You may want to use
jh_depends from the javahelper package.

Please open a bug report in Debian and link it here. The bug should be
fixed in Debian and synced to Ubuntu.
