To elaborate a bit: The computer I'm able to reproduce this on is running 10.04 (Gnome). I tried to check under both Xfce and Kde, where the bug is not reproducible, since the 'X' is not clickable it is impossible to perform step 3. I also tried with a virtual machine with 10.10 out of the box (Gnome), and the 'X' isn't clickable there either. So it seems to work as intended except for the original case. The computer running 10.04 has gone through every version upgrade from 8.04 -> 10.04 so if that's the cause, it will probably be really hard to reproduce/track down the real problem.
