Well, I still see this behaviour in 2.04 (running Maverick), and it is quite problematic. If you use some network monitoring tool like 'nethogs' or anything similar, you will see the limiting issue pretty clearly. For testing purposes, I'm currently limiting upload speed to 5 KB/s, and seeing it reach 25-40 KB/s. I'm sure no overhead could account for this, and DHT is disabled.
