As has been stated repeatedly by the developers, *this* bug is fixed, and by your own admission you are not in a position to provide feedback about any further issues with startup in Ubuntu releases that use native upstart jobs by default. If you had an actual bug to report regarding boot reliability, you would find the Ubuntu developers very responsive to the issue. But you aren't reporting a bug, you're instead repeating hearsay about boot being unreliable with upstart when the record does not support this. Please do not abuse the bug reporting system for general complaints about the technology decisions that have been made in Ubuntu.
