Upstart has been working fine for me ever since the patch for this bug. If you're still experiencing the symptoms in a closed bug report, the best thing to do is file a new bug. Otherwise fixing the remaining bug isn't on anyone's to-do list, and it's kind of silly to complain that it isn't being done.
