Skype is a classic test case; The palettes in Gimp are another. For
the latter case, there is also a wider proposal mixed in with a patch
offered on bug #716177 ("The Unity Panel's window controls and window
dragging features should work for the uppermost maximized window
regardless of current window in focus.").
