For fairness sake, isn't there an head-on problem with chosen solution:
- plugins must be updated for this to work. If they won't be all updated (since 
there are many of them), in these cases plugin won't pass anything, and no 
events would be processed by browser;
- even if updated and intending to behave nicely, plugins just can't know which 
shortcuts they can use freely, and which are used for fundamental browser 
functions (there's no API for that). What if there are keys changed/added by 
addons, or if it's another browser with completely different shortcuts?
