UPDATE: This bug was NOT present in a fresh install of Ubuntu Oneiric 64 bit on the offendingf laptop. I do not know, however, if this was because of the use of 64 bit or because some legacy file in my old install was confusing network-manager and wicd both. The original OS had been updated by changingg repos from Jaunty all the way to early Precise one step at a time as each new version came out. The new install is to switch over to 64 bit, no wireless problems whatsoever! This bug might have been my machine only as a result of the long update chain, otherwise 64 bit does not have it.
