Can you try to download a package via commandline wget or curl, for example http://de.archive.ubuntu.com/ubuntu/pool/main/f/firefox-3.0/firefox-dbg_3.6.17+build3+nobinonly-0ubuntu0.8.04.1_i386.deb and see how that goes?
