I have experienced the same problem with a TEAC external HDD usb 2.0. It took me quite a while finding this thread as the problem is rather difficult to describe in abstract terms.
The teac usb controller is only supported from 2.6.20, I'm running 2.6.20-16-generic 00:10.3 USB Controller: VIA Technologies, Inc.
