I have experienced the same problem with a TEAC external HDD usb 2.0. It
took me quite a while finding this thread as the problem is rather
difficult to describe in abstract terms.

The teac usb controller is only supported from 2.6.20, I'm running
2.6.20-16-generic

changing MAX_SECTORS in /sys/block/sdb/device to 128 did NOT help
