You might want to disable compression and set DEBUG to True in one of
your staging/test environment (not production) to get more information
(this should display a stack trace in the browser).

Otherwise you need to collect the static content to avoid the "file not
accessible" error. See http://lists.openstack.org/pipermail/openstack-
dev/2013-April/007770.html . These compression errors are probably
hiding the real problem.

I think perhaps you meant to link this bug to the horizon ubuntu package
rather than the ubuntu OS.
