Would you please try this
sudo apt-get install linux-firmware
or
sudo aptitude install linux-firmware

then please see if the file can be found, if yes reboot and let us know the 
result

then I have clicked to http://packages.ubuntu.com/saucy/linux-firmware list of 
files
which lists the file content of the package then found the line
/lib/firmware/rtlwifi/rtl8188efw.bin
Of course you can also change saucy with raring or the others.
Search in specific suite: [lucid] [lucid-updates] [lucid-backports] [precise] 
[precise-updates] [precise-backports] [quantal] [quantal-updates] 
[quantal-backports] [raring] [raring-updates] [raring-backports] [saucy]
Limit search to a specific architecture: [i386] [amd64] [powerpc] [armel]
