Hope that I did what is expected. Those are the results:

sudo hdparm -C /dev/sdb1:
/dev/sdb1:
 drive state is:  unknown

sudo hdparm -B 255 /dev/sdb1: (execute after HDD wake up since previous command 
show result together with wake up process)
/dev/sdb1:
 setting Advanced Power Management level to disabled
 HDIO_DRIVE_CMD failed: Invalid argument
 APM_level      = off
