In my previous comment I said that Martin's package didn't fix my issue, but two days after I said that, the suspend-repeat loop seems to have gone away. Sometimes my wifi turns on automatically on resume, sometimes it doesn't.
Overall, it's a much better experience, but there's still some work to do.
