If I understood it right, all you need is myspell-tr (for OpenOffice.org, Firefox, Thunderbird) and aspell-tr (for GNOME / GTK apps like Abiword, Gaim/Pidgin, ...) aspell-tr seems to be already available in upstream: ftp://ftp.gnu.org/gnu/aspell/dict/0index.html and http://wiki.services.openoffice.org/wiki/Dictionaries looks like the place to search for MySpell / Hunspell (MySpell successor) dictionaries.
