There is no setting to "disable roaming", there's only a setting to
disable "data roaming".

Regarding the list of carriers with the same name, this is a bug in
Ubuntu System Settings.  I've added a task for them to review.  There
are additional carrier properties that could be displayed such as
technologies, or possibly Mobile Network Codes.  If it's the latter, we
probably shouldn't be displaying more than one entry for the carrier.

My guess is that this is an instance of the multiple networks being
present for the same carrier.  When you select the one that doesn't
roam, the modem switches you automatically to the network with better
signal.

Regarding mobile data not working at all, you'll need to provide more
details for us to continue...  Please provide the device and image
details via the command 'system-image-cli -i' on the phone.   Also,
please provide the output from the following scripts ( run on the phone
):

/usr/share/ofono/scripts/list-modems

/usr/share/ofono/scripts/list-contexts
