Thanks for the details Timo ! libperl-linkage.dpatch can be dropped for sure. This has been fixed upstream (https://github.com/collectd/collectd/pull/390) and is included in 5.5.0. The collectd project makes nightly builds for trusty and precise, and the perl plugin builds and works fine out of the box now.
I'm not sure about the patches for arm64 and ppc64le, but what I can tell is that 5.5.0-3 builds fine on these architectures on debian (see https://buildd.debian.org/status/package.php?p=collectd&suite=sid). As both these patches are 2 years old, I wonder if they aren't just a legacy ?
