there are some usefull rules to follow when dist-upgrading:
- deactivate all non genuine sources (ppa, ...), update, then downgrade 
package(s) conflicting with upgrade process
- clean the system with clean/autoclean/gtkorphan
- reboot and try updating/upgrading again

you might have  some old packages's settings left behind from previous
uninstalled packages: always "purge" (complete removal) the package(s)
when you remove them to avoid weird issues like yours.

Setting that report as "incomplete" still you do the above rules. Please
set it to "invalid" if your upgrade can be done then as expected.
