I don't think this is PulseAudio. It's probably something in the kernel or the Android HAL.
Anyway, after PulseAudio has been playing a sound, there is a five second timeout until PulseAudio closes the hw stream. Or put it another way, PulseAudio plays back five seconds of silence after every sound (assuming there's nothing else that wants to play).
