Public bug reported: I'm trying to preload a single snap when generating an Ubuntu Core image using ubuntu-device-flash by using the --install option. The option is accepted, and I see the snap in question being downloaded. The resulting image boots successfully, I see the snap in /snaps, the .mount file in /etc/systemd/system, but the snap is not shown in `snappy list`, nor are any systemd .service files created for the services contained within it.
