I'm trying to preload a single snap when generating an Ubuntu Core image
using ubuntu-device-flash by using the --install option. The option is
accepted, and I see the snap in question being downloaded. The resulting
image boots successfully, I see the snap in /snaps, the .mount file in
/etc/systemd/system, but the snap is not shown in `snappy list`, nor are
any systemd .service files created for the services contained within it.

With this feature broken, the only way to preload snaps is by creating
an entire gadget snap and not using the official ones, which certainly
isn't ideal.
