Public bug reported:

when dragging an item over to the top of the screen where the top menu
is, the Windows gets stuck at the top and buttons can't be accessible,
so basically I can't move the settings app down, drag it, maximize it,
and minimize it. Even worse, Unity 8 remembers where the Windows was
when logged out, so it is stuck at the top :(

I have a bad time explaining things, I'm only 10 years old anyway!
