I think I am also affected. I get in xenial 64-bit for xfce and ubuntu- mate-core:
locale -a C C.UTF-8 POSIX en_AG en_AG.utf8 en_AU.utf8 en_BW.utf8 en_CA.utf8 en_GB.utf8 en_HK.utf8 en_IE.utf8 en_NZ.utf8 en_PH.utf8 en_SG.utf8 en_US.utf8 en_ZA.utf8 en_ZM en_ZM.utf8 en_ZW.utf8 Although I installed language-pack-gnome-pl language-pack-gnome-pl-base language-pack-pl language-pack-pl-base I set pl_PL with sudo dpkg-reconfigure locales and later also in Mate languages setting In Mausepad or Pluma and LibreOffice I do get Polish letters but Mate interface is still in English. In Mate language support Polish is not even listed (not visible as installed). I also have problems with typing in Polish in wine.
