liblouisutdml-bin provides only the file2brl tool, which converts text and XML files into Braille input files for the embosser. It is called from the Braille print filters, it does not do the discovery of file types and input files other than text seem to be converted to XML by the Braille print filters. The tool is executed by the lp system user of CUPS, not by root. It is only used for Braille embossing/printing.
