== Reproduction steps ==

 1. Install Ubuntu 14.04 LTS, selecting a non-QWERTY system keyboard layout 
(e.g. Dvorak) during installation. 
 2. Install the ibus-rime package.
 3. Activate the RIME input method.
 4. Use the RIME input method to type characters.
 5. Observe that RIME correctly respects the system keyboard layout.
 6. Upgrade to Ubuntu 16.04 LTS.
 7. Activate the RIME input method.
 8. Use the RIME input method to type characters.

== Expected behaviour ==

RIME respects the system keyboard layout, and allows character input
according to that layout.

== Actual behaviour ==

RIME ignores the system keyboard layout, and appears to act as if the
system keyboard layout is hard-wired to QWERTY.
