Public bug reported:

revno 301 of maas-images caused regression in that the 'meph2-util'
command will no longer run on jerff.  The failure was due to the added
dependency on python3-simplestreams.  Jerff did not have that, and we'd
like to avoid putting it there.

I'm going to revert that commit in maas-images, and modify the tox test
to show the failure.

We can add the support for this mirror back in later.
I'm also attaching a workaround that does make the old code work, but I'd at 
least request some justification for the new code.
