Yes, I did
sudo update-initramfs -u
sudo update-grub

I noticed this plymouth file refers to cat /proc/cmdline, here is mine:
BOOT_IMAGE=/boot/vmlinuz-4.4.0-24-generic root=UUID=...6349b6d1 ro quiet 
nosplash

It is on Xenial 64-bit.
