I have just switched my tablet to spanish. @ works fine there. Note that there is a separate issue which affects only the Browser and the Terminal and it is tracked here: https://bugs.launchpad.net/ubuntu/+source/webbrowser-app/+bug/1590515
This issue is already fixed, but sadly did not make it into OTA-12.
