I think ALTGR doesn't work in webapps because of the related bug to the
Navigator (bug #1590515), as webapps use it to run their content:
Navigator:
ALTGR works in address bar.
ALTGR doesn't work in the body.
Webapps:
ALTGR would work if they had the address bar.
ALTGR doesn't work in the body (all the webapp).
ALTGR works in both native apps and xapps.
