STEPS:
1. Do a fresh install on kvm
2. On the networking page tap on configure eth0
3. In both ipv4 and ipv6 set connection to Do not use
4. Select Done
5. On the network page again see it says eth0 Not configured
6. Hit Done
7. On the next page add you email magically you have internet access
8. complete the setup and ssh into the vm again magically you have a network 
connection

EXPECTED:
With no configuration I expect there to be no connection

ACTUAL:
You magically have a connection even though subiquity say I have no 
configuration.
