/etc/NetworkManager/NetworkManager.conf  contains:

[main]
plugins=ifupdown,keyfile,ofono
dns=dnsmasq

[ifupdown]
managed=false

(There are various posts floating around to the effect that
'dns=dnsmasq' should be commented out. However this is how the Ubuntu
install set it so assuming that either it is critical to correct
operation or it is part of the cause).
