The following debian[1] forum indicate that failover and tracing need to
be disabled in order to disable NSUPDATE as well and I confirmed the
steps, otherwise the build fails.

I'm not too sure if this is the right way to fix this problem as I don't
want to introduce new issues that will impact other users.

Additionally, Debian had to re-enable NSUPDATE after disabling it due to
some issues

* Reenable NSUPDATE (closes: #798237)

Will need to look at it more carefully, and talk with the foundation
team maybe.
