So long story short, starting with Xenial you have the possibility to install "isc-dhcp-client" which doesn't include the 2 extra port bindings, but if you need it for Dynamic DNS (DDNS) you can optionally install "isc-dhcp-client-ddns".
On Trusty, "isc-dhcp-client" combine both.
