Here is how I understand it : In Trusty, the isc-dhcp client provides the Dynamic DNS (ddns) functionality and this one can be disabled. From Xenial onward, two separate packages provide each of the possibilities.
AFAIU, the Trusty isc-dhcp package should become isc-dhcp which doesn't provide the two extra port bindings, and would also install the isc- dhcp-ddns to provide the extra functionality in order to remain at iso- functionality. So if isc-dhcp-ddns Breaks/Replaces isc-dhcp and Recommends isc-dhcp- ddns, we should keep the same functionality for existing users. It then becomes possible, by removing isc-dhcp to revoke the use of the two extra port bindings, which is the existing situation on Xenial. The upgrade path then becomes alligned with the Xenial packaging which has both isc-dhcp & isc-dhcp-ddns.
