Serhiy, Robin, I suggest investing traffic shaping / QoS solutions such as http://lartc.org/wondershaper/ (packaged as 'wondershaper' in Ubuntu) -- back when I had limited bandwidth this utility was quite wonderful. You can of course achieve similar things without this specific tool.
Perhaps the more modern approach is to try the codel or fq_codel traffic shaping tools; see https://www.bufferbloat.net/projects/ for more information.
