Thanks for the hint regarding backports. I had it set in the software
settings but obviously this did not include the budgie ppa.

The same dependency is still in place in ubuntu-budgie-desktop

Btw: It was not easy to figure out the source of several issues. I doubt
that ordinary users might go out of their way to find the cause of
thermal issues, issues with bluetooth, network connection problems and
sudden fan frantics. They simply switch to Windows / macOS instead.

Maybe you reconsider packing tlp by default. I cannot see the benefits
in a package that limits battery charging to 88% (reducing the offline
lifetime to < 5h) or all the other settings that the kernel can handle
so elegantly (but that is up to you as long as one can get rid of it)
