Oliver, the argument that ~/snap/<app> is “not just simply a configuration dir” isn't particularly good, I think, as the same could be said about the triple XDG directories for data, config and cache (all of which default to be hidden).
It is the nature of the confinement that we build that these directories cannot be relocatable by simply setting something in the user's environment, and so we need to find something that works for all users. We've already agreed to move it, and are slowly taking the steps towards that. We'll get there.
