Wayland login options are missing when a radeon card is installed. GDM
only offers Xorg sessions...

And I'm not in hybrid mode either. The integrated graphics device is not
listed by lspci.

Strangely I can start weston on another VT successfully. Only
mutter/gdm3 is refusing to show Wayland as an option.
