However, manually starting the VPN, i.e.

    nmcli --ask connection up VPN

works.

If I don't provide the --ask, I get:

    $ nmcli connection up VPN
    A password is required to connect to 'VPN'.
    Warning: password for 'vpn.secrets.password' not given in 'passwd-file' and 
nmcli cannot ask without '--ask' option.
    Error: Connection activation failed: No valid secrets
