I found the cause and a way around the problem but it does not suit me at all.

My disk environment is as follows:
A RAID-1 storage consisting of two 500-GB disks. One of which is connected to a 
USB3 port.
A 2TB internal storage disk.
A 120 GB SSD containing software.

In version 16.04, the SSD is always seen as being SDA.
and the external drive is named SDD.

In version 18.04 (and also 17.10)
The external drive is named SDA and the SSD is named SDB
It is in this context that I can not boot and that I have the incident 
indicated.

In version 18.04 (and also 17.10) if I put the external drive in power OFF 
mode, I will be able to boot normally because the SSD will be seen as SDA.
However RAIDS1 will be out of order. It will have to be repaired. This is not 
satisfactory.

Mybe I can solve the problem by putting options in the file
refind_linux.conf?
but I do not know which ones.
