This also breaks Shibboleth since libapache2-mod-shib2 has a dependency
on libxmltooling7 which depends on libcurl3.

Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
 libapache2-mod-shib2 : Depends: libshibsp-plugins (= 2.6.1+dfsg1-2) but it is
not going to be installed
                        Depends: shibboleth-sp2-utils (>= 2.6)
                        Depends: libshibsp7 but it is not going to be installed
                        Depends: libxmltooling7 (>= 1.6.0-5) but it is not
going to be installed
E: Unable to correct problems, you have held broken packages.

If installing libcurl3 alongside libcurl4 was possible this wouldn't be
an issue. Why is this not a high priority? It makes 18.04 unstable at
best.
