Public bug reported:

Immediately after login watchdog soft-lock cpu (x) occurs. Attempted
different desktop environment, reinstalling and reconfiguring lightdm,
logging in from shell and updating. Nothing that I've tried has able to
get me logged into a desktop environment since I get a CPU lockup before
then. Attempting to shutdown from shell also results in unexpected
behavior. 'sudo shutdown -a now' results in a black screen and
unresponsive keyboard, I'm forced to hardboot.
