Public bug reported: Before Ubuntu switched from Unity to GNOME Shell the login user experience was much more appealing.
For every user, when you looped through them on the login screen, the background image was shown with a nice fade-in visual effect. Technically, at least setting a single (system-wide) wallpaper on the login screen is not difficult (via #lockDialogGroup in /usr/share/gnome-shell/theme/ubuntu.css).
