Public bug reported: A new install of Ubuntu 18.04 server suggests that ifupdown can be accessed by installing and configuring it.
I was able to install and configure ifupdown, but booting hung on an unlimited wait for network, and this didn't stop until I removed the netplan.io package while booted using rescue media.
