Verification-done for cosmic using netplan.io 0.40.2.1: I have verified that renames happen correctly with the config provided in test cases and the config I have shown for the testing on bionic.
In all cases, set-name is applied as the new name for the interface, as expected. On reboot, this is sufficient for the interface to be renamed.
