Hello Xav, I reproduced this issue and found that restarting memcached fixes this issue.
After upgrading openstack-dashboard, compressed css file's name has changed. but generated html still has old name. so this happens. I'm going to check if we need to put script for restarting memcached on postinst script in deb pkg for this.
