I had that problem with my Asus UX510UX and Ubuntu 16.04 LTS and 18.04 - shorly after starting/resuming the laptop, the fans would start running on full speed and never stop. Interestingly, thereat were periods, during which the problem disappeared. I tried everthing I could think of (NVIDIA/Noeiveau drivers, upgradng kernel, installing various tools) without any success. Then I figured out that removing the battery of the laptop for several minutes solves the problem (it is built-in, so you need to open the case). Must be a hardware/firmware issue.
