I have also ran apt-get remove on rc kernel packages before I have
executed update-grub:

apt-get remove --purge linux-image-4.15.0-38-generic linux-
image-4.15.0-39-generic linux-image-4.15.0-42-generic linux-
image-4.15.0-43-generic linux-image-4.15.0-45-generic linux-
modules-4.15.0-38-generic linux-modules-4.15.0-39-generic linux-
modules-4.15.0-42-generic linux-modules-4.15.0-43-generic linux-
modules-4.15.0-45-generic linux-modules-extra-4.15.0-38-generic linux-
modules-extra-4.15.0-39-generic linux-modules-extra-4.15.0-42-generic
linux-modules-extra-4.15.0-43-generic linux-modules-
extra-4.15.0-45-generic opensc pcscd

I have rebooted the machine and now the command seems to be working
fine.
