OK. I followed the above instructions and eventually managed to install
the recommended firmware and kernel. Upon rebooting there were several
console errors:

[    1.700620] psmouse serio1: elantech: failed to query capabilities.

Eventually the system booted. The USB mouse didn't work but the laptop's
touch pad still functioned. Wireless network support appeared to be
fine. I did not experience the problems that triggered this bug report.

So while the 5.2.0 kernel with the latest firmware drivers seemed to
have resolved the issue (but introduces a lot of problems related to a
manual install of same) I now have the problem with the same versions
that previously worked OK.

I'm not sure where to go from here. I came close to wrecking the PC with
which I make a living and I'm not comfortable with the risk of hosing it
in an attempt to try out different development builds. Reverting to the
previous configuration took quite a bit of effort and I'm now worse off
then before this experiment.

Suggestions on how to proceed are welcome!!
