Public bug reported:

bmp-tag, when libsox-fmt-mp3 isn't installed, silently (wrongly) reports
and tags mp3s as 146bpm.

The fix is to install libsox-fmt-mp3, and unless the root bug is fixed
upstream, a sensible fix would be to have the package depend on that
library.
