Having the eoan-proposed repo enabled, with the `fwupd` package upgraded
to 1.2.10-1ubuntu4, without a matching `fwupd-signed`, causes `fwupd-
signed` to be removed with a dist-upgrade. This breaks firmware updates
with:

  UpdateError:          missing signed bootloader for secure boot:
/usr/lib/fwupd/efi/fwupdx64.efi.signed cannot be found
